is it possible to have elements use different graphics depending on the level?

i figured, it would take less space to add an extra piece of text to the graphicsinfo.cfg than to copy the entire template just to change an image
level specific graphics?

Sorry, not possible.
And it will probably be impossible for the next versions, because currently all graphics are loaded when selecting that level set, which is OK for music (well, not really, if you're using MP3s) and only was a dirty hack for BD2K3, but when using different graphics, this could fill up your RAM probably a bit faster when you have a lot of different graphics for each level.
So this will require a major rewrite of the artwork loading engine, which is not a task for the near future.
