Is it just me or is the editorsetup.conf not working?
Because I tried a levelset once with a non-empty editorsetup.conf, and it does not do anything to the editor element selection screen.

Be sure you have "User Defined Element List" turned on in Setup -> Editor.
It works for me. (Tested using levelset "Zelda II" on Rocks'n'Diamonds 3.2.6.1 SDL on Windows XP Home Edition.)
