There should be a graphic editor in the
list of actions (like "level creator")
There should be an editor with that you can
make graphics for your own elements or CEs.
I thought so:
the empty field should be 32x32 big (for graphics).
you should be able to choose a color on then you
should be able to paint the graphic. After that you could
save and reload the graphics and arrange them for
the CEs or replace the new graphic by one of the
classic graphics.

wouldn't this result in very ugly levelsets?

Interesting idea... But then: R'n'D will never be a paint program (if we ignore Alan's "PhotoMap" levels and his "paint program" levels for a while ;-) ).
So using a real paint program or icon editor will probably be a better solution in most cases.
If you think that the real advantage of this idea would be that you wouldn't have to edit "graphicsinfo.conf" files anymore, then I have something different for you that will be far better suited for this task -- please stand by for a few days...

I also think that RND should not be a paint program, since we all are using different programs for painting, and there's so so so so soooo many functions that could be included in paint programs, I believe it's best to let RND be RND and not Paintbrush Junior or Photoshop Lite...
