Cursor tile customizability

For now the 'global.tile_cursor' of MM engine can only be animated or resized to be bigger than the game tile, even though it also only stretches to +x and +y and you can't really move it up and left to correct it's alignment (I tried with draw_xoffset and draw_yoffset, that obviously doesn't work). Also, I don't think we can make it animate whether the button is pressed or not, nor if it's in process of rotating clockwise or counter-clockwise.
