Minor submenu viewport priority shenanigans

Not specifically a problem of the recent update, I wasn't much of attention to that before, but when testing in the update, found out why was that happening. The problem here is that if you, let's say, in Game & Menu click outside of the playfield area (rather it's border, door_1 and door_2 area), you won't be able to scroll through the menu with your mouse wheel until you click on the area of playfield. Same goes for pretty much all submenu screens which use scrollbar including Levelset list, Info, Names list, Level list and Hall of Fame.

It is at least logical for Editor, since there's at least two fields which use scrollbars. But even in there such issue doesn't occur because the game scrolls the screen the cursor is just pointing at, not clicking.

Indeed, I can reproduce this.

It seems a bit strange (or unexpected) to me, and I still have to find out why this happens.
