Hello,
Could anybody explain to me what

[ ] changes to [...] after/when
[ ] creation of element [...]

means? Maybe it's useful...
Please help me.

It means that the change will take place when a specific element is created anywhere on the map (either caused by a CE replacement or by a YamYam explosion, for example).
