Time limit is 35 steps (not seconds). All gems needed. Rocks cannot be snapped. The postcard says something like "if you got this envelope but didn't snap, you might need to rethink your plan"
BONUS: The level can be solved with the starting step count set to 33.
SUPER RIDICULOUS: The level can still be solved if any one of the fuel containers is replaced by a spent fuel container, or a rock. (If the bottom left fuel is the one that becomes the rock, you can even make both the rock-replacement and 33-step adjustments and still have a solvable level.)
To be fair, pulling off the 33/rock combo absolutely requires a frame-accurate maneuver: snapping a falling gem in midair. Without that, you can still complete the level with a rock in that one particular spot, but you'd need all 35 steps.
7 years after I got an answer to my question in this post When I come to do what I need to, to get the level, I am still stumped.
I can see that the 'image' of the level is actually built up of elements, but when I copy them and paste into RnD, I get the 'no level sketch found in clipboard' warning.
And if [having copied the elements of the image] I paste into this post, I get nothing but new lines:

press the quote button (looks like two inverted commas) on the first post; then you will see that in the original markup there are a bunch of backticks followed by numbers, looking like this:

copy the whole thing to clipboard, then press ctrl+V while in the level creator in rocks'n'diamonds. then you will manually need to set the time limit to 35 steps (not seconds) and make it so all gems need to be collected in order to exit.
Thanks, I was expecting backticked numbers but didn't realize I needed to hit the quote button to get them; thought I could just copy from the image and it would somehow transform the icons back to numbers
I guess the rock is unsnappable just because it is an EM rock? Ironically there is nothing in the description of it to point out that it differs from the BD rock by being unsnappable.
