How to guide the penguins to the exit?

I am stuck in Level 14, Randy Johannessen, Contributions 2003. There are 9 Penguins in the level, but there is a red door blocking the exit. How to guide the penguins to the exit? I tried to let them be grilled by the dragons, but this does not solve the puzzle. Are there special rules for Penguins beside guiding them to the exit?
