First level is not solveable because of two gates in a row.

Levelinfo.conf file is not written correctly, change "levelgroup" and add "levels: 100" and "first_level: 1" to correct it.

Most of the levels seems fine though.

Really nice levels with different styles and many good ideas!

Some comments:
18: looks similar to level 16, 39 gems needed instead of 38
20: solved with 1 second left
39: great level!!! very hard, but I solved it I wonder how someone else would solve it ...
63: rather easy with no gems needed ...

There's still space for some additional unique levels:
68-91: look similar to level 37-60
92: empty level
93-99: look similar to level 61-67

There are some serious problems with these levels:
1: double door (like Zomis said)
2: 22 gems needed but only 21 available
12: don't know what to do, there are only 10 CEs which will generate only 9 gems in best case, but 50 gems needed ...
13: again those strange CEs ...
17: nice level, but I think it's not solvable in 100 seconds
36: you have to kill the penguins to get the needed gems
40: no exit
41: can't find a blue key
45: the dragons burn the last gems before I can reach them
46: the 4th structure has a steel wall instead a normal wall -> diamond unreachable
48: exit unreachable, many many penguins will die
57: port blocked by sand
59: no exit
61: huge level, no chance in 100 seconds

Penguins are not allowed to die! They have to leave the open exit before you do (have a look at level 22 of Niko Böhm's tutorial).

Maybe you could fix these small flaws and replace the duplicate levels? Then it would be a very good levelset!
