Man, you all people are good at making hard levels, I can only make easy ones.
Since I suck at making levels, I think I will solve your problem. :P
Anyhow, how do you make levels so hard?
Especially with Secret Command, which I'm making a EX Mission pack for it.

To make a hard level, start with an impossible level, and make a few changes so it's solvable. he he he...

That's a good one. :-D
Actually, we have some impossible ones, but after changing one thing (e.g. adding a space after the door), they're merely average, not anything close to hard... so it's not that simple. :-P

Level combination... hmmm... not a really bad one...

Maybe combining CE levels and emerald mine levels would be great

Richard Kleber's Enhanced emerald mine 1 and 2 are good examples of this. They get a little confusing at times though...
