Rocks'n'Diamonds

I found this bug count diagram by typing
"Rocksndiamonds" at Google picture.
Is it correct, and who is the creator, Tobi Oetiker? Does anyone know anything about it?

Tobi Oetiker is just the programmer of the graphic tool that created the statistical image. Apparently it was used by or created for the Debian bug tracking system (as Debian also has a R'n'D package). I wasn't able to find out much more after a quick look at it though...
